The Tropical Forest Research Institute follows the procedure indicated in Manual of Office Procedure (MOP) and ICFRE compendium for decision-making. The Section Officer proposes Action with the help of staff (Assistant, UDC and LDC) posted in his section in accordance with the departmental instructions prescribing the level of final disposal and channel of submission for each category of cases. The Section Officer normally submits the file to Under Secretary who in turn submits the file to Group Coordinator (Research) / Director. Level of submission depends on the delegation of power in administrative and financial issues. Each officer in the channel is accountable with respect to submission of true facts, but the ultimate accountability lies with the highest level approving a proposal or taking decision.

Divisions and Sections of the Institute hold different categories of documents relating to work allocated to them.

Functioning of TFRI does not involve, formulation of policies. Therefore no such arrangement is required. However, with a view to encouraging mutual understanding between stakeholders and to advise the TFRI on research projects a Research Advisory Group (RAG) exist. Representative of trade and other research bodies including departments are also nominated to these committees. The term of these committees is two years from the date of their constitution.

The Director is the Chairman of the Research Advisory Group. The official members are PCCFs of the four jurisdictional states, Directors of State Forest Research Institute, CCF (Territorial) Jabalpur. Two conservator/Dy.CF from other ICFRE Institute, Director of another non-ICFRE Research Institute, ADG (RP) of ICFRE HQ, Three Scientists from TFRI, Two representative of funding organization etc. Amongst the non-official members a representative of all NGO in the field of forestry based industry, eminent Scientists outside ICFRE, Progressive farmer, JFM/Grass root level organization etc.
